Latest Travel Policies for Expats Entering China

In order to help our foreign friends who plan to come to China or travel to different cities in the country, HACOS has complied the latest travel policies and measures of several cities. 
RULES FOR CHINA-BOUND PASSENGERS 
 
Starting from July 21, passengers to China are required to obtain COVID-19 negative certificates before boarding.

The rules are applicable to China-bound passengers from the following countries, including those ultimately bound for China who transfer via the following countries.

UPDATES ON TRAVEL POLICIES IN CITIES
 
BEIJING
 
  • Domestic Inbound 
Personnel returning or coming to Beijing from medium- and high-risk areas are required to undergo 14-day home quarantine or quarantine at designated places, and take a COVID-19 nucleic acid test. 
 
Personnel travel from low-risk areas: no quarantine required, but green health code and temperature check are needed. 
 
High-risk personnel (confirmed cases, suspected cases, people with a fever, etc) and those who have close contacts with high-risk personnel cannot enter Beijing.
 
Discharged persons from hospital need to undergo 14-day quarantine at designated venues.

  • International Inbound 
Starting from June 8, all international flights to Beijing are currently being redirected to one of 16 other cities (Chengdu, Changsha, Hefei, Lanzhou, Tianjin, Shijiazhuang, Taiyuan, Huhhot, Jinan, Qingdao, Nanjing, Shenyang, Dalian, Zhengzhou, Xi’an, Wuhan). 
 
Once travelers with negative nucleic acid test results complete their 14-day mandatory quarantine in these other cities, if they proceed to Beijing on the same or following day, they will not be subject to further mandatory quarantine requirements in the capital. Otherwise, he/she will be subject to another 14-day mandatory quarantine upon arrival in Beijing. 
 
After mandatory 14-day quarantine (either in entry city or in Beijing), it is recommended to monitor body temperature and report to local community if shows any symptom. 
 
  • Outbound
Starting from June 16, people from high- and medium-risk areas of Beijing and related personnel of Xinfadi market are not allowed to leave Beijing. From July 4, people from low-risk areas of Beijing can leave Beijing without providing negative nucleic acid test result.

CHONGQING
  • Domestic Inbound
Travelers from medium- and high-risk areas, or from low-risk areas of Beijing: no restrictions if a negative nucleic acid test result done within 7 days can be provided or a green health QR code with the negative test result can be provided. Travelers without a negative test result are subject to an immediate test at their arrival or a 14-day mandatory quarantine. 
 
Travelers from other low-risk areas: no restrictions if a green health code can be provided and the body temperature is normal. 
 

Latest Travel Policies for Expats Entering China

  • International Inbound 
All inbound travelers need to complete a nucleic acid test and those who test positive will be sent to local hospital for treatment. Travelers from or that have traveled to areas classified as ‘severe epidemic areas’ and that have a negative test result are subject to a 14-day mandatory quarantine at designated venues. 
 
Travelers from non-severe epidemic areas that have negative test results are required to conduct a 14-day self-quarantine and be included in their community health management. 
 
  • Outbound
No restrictions on the travel, but the international flights from Chongqing are currently limited.

Latest Travel Policies for Expats Entering China

 
CHENGDU
 
  • Domestic Inbound
Travelers with a travel history in the high-risk areas in recent 14 days need to undergo a 14-day mandatory quarantine. 
 
Travelers come to Sichuan from medium-risk areas need to undergo a 14-day home quarantine for medical observation. 
 
All travelers from medium- and high-risk areas must complete a nucleic acid test and 14-day mandatory quarantine. However, those who can provide negative test results within 7 days at arrival can be exempted from the test. 
 

Latest Travel Policies for Expats Entering China

  • International Inbound
Similar to Chongqing, Chengdu requires travelers from or that have traveled to 16 areas classified as ‘severe epidemic countries/areas’, as well as other countries/areas, within the past 14 days to stay at government-designated local hotels for health observation and nucleic acid tests. 
 
  • Outbound
No restrictions on the travel, but the international flights from Chengdu are currently limited. 
 

Latest Travel Policies for Expats Entering China

 
 
GUANGZHOU
 
  • Domestic Inbound
There’s no 14-day quarantine requirement for those who are from low-risk areas. A basic temperature check on arrival will be carried out. They need to fill in the Suikang Code (穗康码) or Yuekang Code (粤康码) app in advance for health confirmation. 
 
Travelers from high-risk areas are required to take a nucleic acid test and undergo a 14-day mandatory quarantine at designated places. 
 
Travelers from medium-risk areas are required to take a nucleic acid test at arrival and comply with the community health management, including providing health notice and green health code, carrying out health consultations, etc.

  • International Inbound
All inbound travelers to Guangzhou from overseas will be subject to a nucleic acid test and quarantine. If travelers show abnormal symptoms, they will be taken immediately to the hospital. A chartered bus will bring all Guangzhou-destined travelers to a designated quarantine area for testing and 14-day quarantine. 
 
  • Outbound
No restrictions.

SHANGHAI
 
  • Domestic Inbound
Travelers from high-risk areas are subject to a 14-day mandatory quarantine at designated places and two nucleic acid tests. 
 
Travelers from medium-risk areas are subject to a 14-day mandatory quarantine at home; subject to two nucleic acid tests. 
 

Latest Travel Policies for Expats Entering China

 
  • International Inbound
Starting from July 27, passengers entering Shanghai from the overseas who meet the several conditions can now choose to undergo a seven-day centralized quarantine and another seven days of home quarantine instead of a 14-day centralized quarantine.

SHENZHEN
 
  • Domestic Inbound
No quarantine requirement for those who are from low-risk areas. But they need to take a basic temperature check at arrival and fill in the i深圳 or Yuekang Code in advance.
 
Travelers from high-risk areas are subject to a 14-day mandatory quarantine at designated places and a nucleic acid test. 
 
Travelers from low-risk areas also need to conduct a nucleic acid test at arrival, and comply with the community health management.
 
  • International Inbound
All inbound travelers from overseas will be subject to a nucleic acid test and quarantine. Those with abnormal symptoms will be immediately brought to hospital. All travelers landed will need to quarantine for 14 days at government-designated hotels in Shenzhen. 
 
  • Outbound
No restrictions.

Good news! China on August 5 will resume visa services for South Korean students, employees hired to work in the country And those with residence permits.

△ Last week, Korean ambassador to China Jang Ha-sung has told reporters that China will resume visa issuance to South Koreans. 
 
The Chinese Embassy and Consulates in South Korea will resume visa issuance for South Korean citizens who plan to go to the country for work, study with valid residence permits, in order to further facilitate personnel exchanges. 
 
China to Resume Visa Issuance To This Country!
 
According to the notice on the Implementation, the procedures of the application are as follows: 
 
  1. Fill out the visa application form online via the website of Chinese Visa Application Service Center (http://www.visaforchina.org); 

  2. Make an appointment;

  3. Print out the confirmation page and the form; 

  4. Sign the confirmation page and the 9th section of the form; 

  5. Submit the application form and other required materials to the center at your scheduled appointment time. 

China to Resume Visa Issuance To This Country!

△ The list of the designated medical institutions

 
According to the visa application service center, no appointment is required in the following cases, in which applicants only need to fill out and print the online application form, and submit documents directly to the Chinese Embassy or Consulates in Korea: 
 
  • Diplomatic, official (service) passport holders;
  • Korean ordinary passport holders with a note issued by the Ministry of Foreign Affairs of Korea;
  • Members of foreign embassies or international organizations in Korea as well as their family members;
  • Members of Korean National Assembly; 
  • Humanitarian emergency situations, such as attending a funeral or visiting a critically ill patient, etc. 
For those who have valid residence permits issued by  Chinese Public Security Department, they can apply for a visa related to their permits. Copies of your passport and residence permit are also required. 
 
For example, if you hold a valid residence permit for reunion, you can apply for a Q visa; if you hold a work-type residence permit, you can apply for a Z visa.
 
China to Resume Visa Issuance To This Country!
 
For those who are going to study in China without valid residence permits, they need to submit the original Visa Application Form for Study in China (Form JW201 or Form JW202) issued by the Chinese Ministry of Education and stamped by the relevant department, and the admission letter issued by the school. 
 
For those who are going to work in China without valid residence permits, they need to submit the Notice of Work Permit.
 
Meanwhile, in order to ensure the health safety during the international trip and reduce the risk of cross-border spread of the pandemic, applicants need to submit a Health Declaration Form when submitting the application form.

They also need to complete a nucleic acid test within 5 days before boarding. Within 24 hours after receiving the paper test report, they are required to send a copy of the report (in English or Korean) to the visa center via email, fax, etc.
 
Don’t forget to carry the original test report when you go to China, and pay attention to the valid period of the Health Declaration Form, since you are not allowed to get aboard after it expires.

Guangzhou has held a Q&A session last week with representatives of foreign companies. During the event with the theme of ‘How to return to China (Guangzhou)’, the government has addressed some FAQs about foreign affairs, business and education

The event was held on July 28, co-organized by the Guangzhou Foundation for International Exchange and Cooperation and the European Union Chamber of Commerce in China. 
 
Representatives from relevant government departments, such as the foreign affairs office of the Guangzhou municipal government, the Guangzhou municipal education bureau, the Guangzhou municipal commerce bureau, as well as the exit and entry administration department of the Guangzhou municipal public security bureau were invited to participate in the event.

During the event, the officers have answered some FAQs that foreign companies in Guangzhou were most concerned about, and explained the latest policies and measures in related areas. Let’s check the details! 
 
 
FAST TRACK
 
Since the fast track policy was launched on June 30, Guangzhou has received 10 chartered flights, bring in more than 1,300 employees for different enterprises, according to Yang Chen, deputy director of the Guangzhou Commerce Bureau.

China has signed fast track agreements with Germany, South KoreaSingapore, UK, France, Switzerland and Italy
 
Employees from the seven countries mentioned above can apply for a relevant permit to come to China if they are engaged in key sectors, such as logistics, technical business and financial services.

If the application is approved, the applicant will get an invitation and apply for a visa to enter China. 
 
According to Guangzhou Foreign Affairs Office (GZFAO), they have handled 3,043 applicants from 272 enterprises and issued 2,649 Invitation Letters so far. 
 
‘2+2’ QUARANTINE MEASURE
A ‘2+12’ quarantine measure will be adopted for those who enter China by charter planes via the fast track

After entering the country, they need to take a COVID-19 nucleic acid test and undergo a 2-day quarantine for medical observation. Then they will be transferred to their home or workplace if the test result is negative. During the 14-day period after the entry, they are allowed to commute between home and work only
 
After that, they need to take another nucleic acid test. The employees can get back to their normal life in China if the result is negative.

For those who enter the country without the fast track agreement, however, they still need to complete a 14-day quarantine at designated venues
 
 
VISA APPLICATION
 
For those who are currently overseas, they can apply a new visa with required documents and valid nucleic acid test result at the Chinese embassy or consulate general in their current location.
 
 
VISA EXTENSION
 
According to Niu Baozeng, deputy head of Guangzhou Entry and Exit Department, foreigners can apply for visa extension ‘as many times as you want until the pandemic ends’

It is noted that the length of each extended stay cannot exceed the duration of stay on your original visa. 
 
Meanwhile, Guangzhou has provided facilitated measures to the applicant, requiring minimum documents for approval. The required materials for visa extension application include: 
 
  • Basic personal information 
  • Passport 
  • A recent-take passport photo 
  • A registration form of temporary residence

Although there is no further adjustment on the nationwide exit-entry policies so far, many cities have introduced measures to ease the restrictions and offer added conveniences to foreigners.
