Chinese Visa Centers Re-open in These Countries!

Last week, China resumed visa issuance for some South Korean citizens, which is a good sign showing that the travel restrictions are lifted. HACOS noticed that China Visa Application Service Center in some countries and regions have announced service re-opening. Let’s check the details!

SOUTH KOREA
 
The Chinese Embassy and Consulates in Korea begin to implement online visa application form and online appointment system from August 1, 2020. 
 
Chinese Visa Centers Re-open in These Countries!
 
Chinese visa applicants in Korea (excluding Hong Kong and Macao visa applicants) are required to log on the center’s website for the application. You can click the following link to get more details Chinese Visa Centers Re-open in These Countries!
 
In addition, with effect from August 1, the China Visa Application Service Center in Korea (including in Seoul, Gwangju and Jeju) has canceled the urgent service and continued to provide normal and express services.
 
It is advisable for you to arrange for a reasonable time to submit your application or collect your visa at the center.
 
VIETNAM
 
From August 5, 2020, the Chinese Visa Application Service Center in Ho Chi Minh City and Hanoi will resume the operation and process partial Chinese visa applications, including: 
 
  • Emergency humanitarianism. Foreign nationals coming to China for funerals or visit critically ill relatives including spouses, parents, grandparents, grandchildren. 
  • Family reunion. The spouse and minor children (under 18 years old) of Chinese citizens, or the spouse and minor children (under 18 years old) of foreigners who have permanent residence status in China. 
  • Persons who go to China to take care of and support Chinese parents, and their spouses and minor children (under 18 years old). 
  • Coming to China for trade or technological activities. Holders of invitation letters issued by the Foreign Affairs Office of China’s provincial local governments or the Department of Commerce or other units, and their spouses and minor children (under 18 years old). 
The center in Vietnam only processes regular service applications for normally 4 working days, so please arrange for a reasonable time for your application.
 

Chinese Visa Centers Re-open in These Countries!

 
JAPAN
 
Chinese Visa Application Service Center in Tokyo and Nagoya will reopen from 17 June 2020 in a phased and controlled manner.
 
According to the center’s notice issued in June, the currently available scope of services includes visa application and authentication. However, the visa application is limited to crew, necessary economic, trade, scientific or technological activities or humanitarian needs. 
 
Besides, the center has launched a mandatory appointment system and it will only accept online application form and online appointment from August 1. After Sep 1 2020, all the applicants must make online appointment before visiting the office. 

Chinese Visa Centers Re-open in These Countries!

SINGAPORE
 
Starting from August 11, 2020, the Singapore Chinese Visa Application Service Center will fully resume its business operations. 
 
The center accepts visa and consular authentication services from Monday to Friday (except holidays). The application time is 09:00-14:00, and the collection time is 13:00-15:00. 
 
For visa and consular authentication applications, you may visit the Chinese Visa Application Service Center during operating hour. Please make an appointment on the website in advance.

The Chinese Embassy and Consulates in Singapore has also implemented online visa application form and online appointment system from August 1, 2020. 
 

Chinese Visa Centers Re-open in These Countries!

UAE
 
The Chinese Visa Application Service Centre in Dubai begins to open to the public for some specific categories of application on every Monday and Wednesday from July 22 2020. 
 
The current scope of visa application includes: 
  • Crew visa (type C)
  • For necessary economic, trade, scientific or technological activities 
  • ‘Humanitarian needs’, in principle refers to visiting a direct family member who is in a critical condition in hospital, or attending a direct family member’s funeral 
Applicants who meet the above-mentioned scope, please provide relevant application materials via email (dubai@visaforchina.org). After receiving the reply email from the center, the center will make an appointment with you to submit the application.

REAL ESTATE TAX 

Taxpayers
 
Owners of houses within cities, county towns, administrative towns and industrial and mining districts within China. 
 
Subjects of Taxation (Base of Taxation) 
 
Houses within cities, county towns, administrative towns and industrial and mining districts. 
 
Declaration Period
 
It is collected monthly and declared annually. In Guangzhou, the declaration period of the tax on the basis of the value is between October 1 to December 31 each year, the period of the tax on the basis of the rental income is the same as the tax period of VAT. 
 
Tax Rates 
 
Taxes for self-occupied houses are calculated on the basis of the residual value: 
Original cost * 70%~90% * 1.2% 
(In Guangzhou, the residual value is counted as 70% of the original cost.) 
Taxes for rented houses are calculated on the basis of the rental income: 
Personal-owned residential houses: rental income (excluding taxes) * 4%
Others: rental income (excluding taxes) * 12%
 
Preferential Policies
 
Exemptions: 
Personal-owned houses for non-business use 
Rental income of residential houses by public institutions
 
Reductions: 
From January 1, 2019 to December 31, 2021, small-scale VAT taxpayers can enjoy a 50% cuts of taxes including real estate tax, urban and township land use tax, farmland occupation tax, resource tax, etc. 
 
Case 
 
A small-scale taxpayer has spent 2.5 million yuan for an office for personal use. 
The annual real estate tax payable = 2.5mln *70%*1.2% = 21k
Considering the preferential policy, the actual annual tax payable is 10.5k yuan.

URBAN AND TOWNSHIP LAND USE TAX
 
Taxpayers
Entities and individuals that use land in cities, county towns, administrative towns and industrial and mining districts. 
Subjects of Taxation (Base of Taxation) 
Actual area of the land occupied by the taxpayer. 
Declaration Period
It is collected monthly and declared annually. The declaration period is between October 1 to December 31 each year.
Tax Calculation

Preferential Policies
From January 1, 2019 to December 31, 2021, small-scale VAT taxpayers can enjoy a 50% cuts of taxes including real estate tax, urban and township land use tax, farmland occupation tax, resource tax, etc.

You may feel a bit confused about the policy on employment security fund for disabled persons as here comes the peak period of the payment of 2020. So today we are going to help you get clear about it to avoid tax risks. 

WHAT IS IT? 

 
Employment security fund for disabled persons is a key policy to promote and guarantee disabled persons’ employment. 
 
According to China’s Regulations on the Employment of Persons with Disabilities, employing units shall employ a certain proportion of disabled persons in appropriate types of jobs and posts. 
Employing units which fail to meet the target proportion of disabled employees determined by local governments shall pay employment security fund for disabled persons, which is also known as Canbaojin (残保金).

WHO NEED TO PAY IT? 
 
The regulations stipulate that state organs, nongovernmental organizations, enterprises, institutions and private non-profit organizations (hereinafter all referred to as employing units) shall observe their responsibilities and obligations of supporting the employment of disabled persons. 
 
The proportion of disabled employees shall not be lower than 1.5% of the overall employees. The specific ratio may be determined by people’s governments of provinces, autonomous regions and municipalities in line with their actual conditions. 
 
Attention! Companies are Required for This Tax Payment If...
 
HOW TO CALCULATE THE PAYMENT? 
Annual payment = (the annual number of in-service employees of unit of last year X 1.5% – the actual number of disabled employees of unit of last year) * the annual average salary of in-service employees of unit of last year. 

For example, a company in Guangzhou had 100 employees in total last year, no disable employees. The average salary of each employee is 80,000 yuan. 

Employment security fund for disabled persons payable = (100*1.5%-0)*80,000 = 120,000 yuan

 
P.s. In-service employees refer to the official staff or those who have signed labor contract or service agreement valid for 1 year or above. The number of seasonal workers should be converted into the annual average number. 
 
DECLARATION PROCEDURES

  • Declaration Period 
 
April 15-August 31, 2020
 
  • Online Declaration
 
Employing units login the e-tax system of Guangdong taxation department, click “我要办税” – “税费申报及缴纳” – “按期应申报” – “残疾人就业保障金”, then declare the fund.

  • On-site Declaration
 
Employing units go to the local taxation department, fill in the declaration form to declare the fund. 
 
 
PREFERENTIAL POLICIES
 
  • Exemptions
From January 1, 2020 to December 31, 2022, enterprises with no more than 30 in-service employees can be exempted from the employment security fund for disabled persons. 

From January 1, 2020 to December 31, 2022, enterprises with the proportion of disabled employees 1.5% or above of the overall employees can be exempted from the fund. 
 
  • Reductions
1%≤the proportion of disabled employees<1.5%, the employing unit should pay 50% of the fund payable.
 
The proportion of disabled employees<1%, the employing unit should pay 90% of the fund payable.
