Chinese authorities have rolled out plans for school reopenings for the autumn semester and relevant targeted COVID-19 control and prevention measures. Let’s check the details! 

Schools across the country will reopen on a staggered schedule in the coming weeks. In order to facilitate the opening of schools for the fall semester, the Ministry of Education and the National Health Commission on Thursday issued a Guideline on COVID-19 Control and Prevention for Universities, Secondary Schools, Primary Schools and Kindergartens

WHEN WILL SCHOOLS OPEN? 
 
According to a CCTV’s interview, Wang Dengfeng, director of the MOE leading group office on the COVID-19 epidemic, said that the opening time will be determined by schools in accordance with the local situation. 
 
It is reported that a number of universities and colleges in cities, including Beijing, welcomed their first batches of students who were checking in or registering on Aug 15.

WHAT ARE THE REQUIREMENTS? 
 
According to the guideline, all teachers, students and other staff from low-risk areas must present a green health code to be able to return to school. Those from medium-risk or high-risk areas will need to have a negative result in a nucleic acid test in the week before their return to campuses. 
 
College staff and students will not be required to wear masks on campuses. But students and staff entering campuses should have their body temperature checked and their health code scanned, the guideline said. 
 
Colleges and universities should step up checking, registration and management of food and parcel delivery workers entering campuses, and designate areas for the collection and delivery of parcels, it added.

The guideline also said kindergarten children will not have to wear masks, but their teachers and other staff are required to do so. Parents who are dropping off or picking up children will not be allowed to enter kindergartens or nurseries. 
 
Students in primary and middle schools will need to carry medical face masks, but those in low-risk areas will not have to wear them, it said, adding that primary and middle schools will be put under relatively closed management, with no entry for visitors, in a bid to reduce the risk of spreading COVID-19. 
 
Schools should enhance the disinfection, ventilation and hygiene of canteens and stagger meal hours to prevent crowding, and also guide students to maintain a safe distance from each other when waiting in lines.

HOW ABOUT OVERSEAS STUDENTS & TEACHERS? 

 
The guideline also said that students and teachers who are currently overseas will not be allowed to return to campuses until further notice. A negative nucleic acid test result should be presented when they return to schools.

China has implemented a measure requiring passengers from several countries to obtain COVID-19 negative certificates before boarding. Now the list is expanded to 32 countries, let’s check the updates!

According to the notice, the above-mentioned passengers should take the tests at institutions that are located at the place of departure and designated or recognized by relevant Chinese embassies or consulates. 
 
What’s more, they should apply for green health codes with an “HS” mark or Health Declaration Forms by presenting COVID-19 negative certificates.

Arrivals from Macao are Exempted from 14-day Quarantine

Starting from Wednesday, personnel entering the Chinese mainland from Macao will be exempted from the 14-day quarantine of medical isolation, which means that they can visit the mainland via Macao without having to undergo quarantine.

QUARANTINE MEASURES LIFTED
 
Chinese authorities on Monday announced that it would ease the quarantine measures for Macao arrivals when entering the Chinese mainland, effective from August 12, 2020. 
 
According to the announcement jointly issued by several departments, personnel meeting certain conditions only need to show a health certificate or green code with a negative COVID-19 nucleic acid test result and take regular health checks when entering the mainland from Macao. 
 
Applicable Scope 
 
All arrivals entering the mainland from Macao except
  • Confirmed COVID-19 cases 

  • Suspected cases 

  • Close contacts of COVID-19 cases 

  • People who have a fever or respiratory symptoms 

  • People who have traveled or lived overseas within the past 14 days 

Macao’s Secretary for Social Affairs and Culture Elsie Ao Ieong U reminded that as the mainland’s travel restrictions on foreign nationals still remain in force, the quarantine lifting is only applicable to those holding Home Return Permits, Chinese passports or other mainland travel documents

Entry Requirements 
 
Arrivals are asked to follow requirements:
  • Hold valid exit-entry documents
  • Hold a negative nucleic acid test result done within 7 days (test report, health code with the result information, etc.) 
  • Cooperate with relevant agencies at mainland port areas in epidemic prevention and control, and border inspections 
For those who don’t have any of the above-mentioned health certificates, they still need to undergo a 14-day quarantine.
 
In addition, personal health information should also be declared when entering the mainland, the announcement said.

If travelers show symptoms such as a fever, fatigue or a dry cough after arriving, they should promptly go to a designated hospital for screening and treatment, and report to their local community or other relevant departments. 
 
 
EXIT-ENTRY POLICY ADJUSTED
 
According to an announcement issued by the National Immigration Administration of China, the exit and entry departments will gradually resume the handling of Chinese mainland residents’ tourist endorsements for individual or group tours to Macao

Residents of Zhuhai will be able to have their tourist endorsements handled from Wednesday. The resumption will be expanded across Guangdong Province from Aug 26 and across the country from Sept 23
 
However, applications for papers or endorsements for tours to Macao by residents in medium- or high-risk areas, or residents who travel to such areas within 14 days before applying, will not be accepted. 
 
Applicants need to submit their applications via the online bookings to service windows of the exit-entry department.

On August 10, Chinese Embassy in Denmark released a notice, saying that foreigners from some countries with valid residence permits are allowed to apply for Chinese visa for free to enter China. Here’s the full content.

Visa Facilitation for Some Foreign Nationals with Valid Chinese Residence Permits
In view of the rapid spread of COVID-19 across the world, China has decided to temporarily suspend the entry into China by foreign nationals holding visas or residence permits still valid to the time of the announcement effective from 28 March 2020. Meanwhile, foreign nationals traveling to China for necessary economic, trade, scientific or technological activities or out of emergent humanitarian needs may still apply for visas.
 
As the prevention and control of COVID-19 become regular, in order to facilitate exchanges, China now decides that, foreign nationals from the countries listedbelow who hold valid residence permits, including work permit, permit for family reunion and personal matters,may apply for visas for free at any Chinese embassy or consulate in these countries. After entering China, they are kindly requested to comply with the epidemic prevention regulations of the local governments.
