We can see more foreigners enter China as a series of facilitation measures have been successively implemented to ease the border controls. The Chinese embassy in Japan will begin to accept visa applications starting from Sept 1. Besides, foreigners from more countries can apply for Chinese visas now. 

China had already introduced measures to give workers from Japanese companies priority to enter. But these applied only to a limited number of businesses. 
 
The Chinese Embassy in Japan announced Saturday that it will begin accepting visa applications from holders of valid residence permits, paving the way for business professionals to return to China.

It is reported that the process will allow the re-entry of Japanese expatriates who have temporarily returned to Japan but been unable to come back to China because of the COVID-19 pandemic. 
 
Chinese embassies and consulates will start accepting applications Sept. 1. Family members will also be eligible. 
 
People with expired residence permits will need invitations from local governments in China. Nucleic acid testing and 14-day quarantines are expected to be mandatory for those who enter.

According to the notice,  applicants meeting the following conditions are allowed to submit visa application at the Chinese Visa Application Service Center (Tokyo, Osaka or Nagoya), or the Chinese Consulates Generals in Nagasaki, Fukuoka, Sapporo, or Niigata

Effective from 0 a.m., 22 August 2020, Japanese national who is holding a valid residence permit for work, private matters or family reunion, and needs to go to China for the same visiting purpose as shown on the Residence Permit.

Applicant (including accompanying spouse and children under the age of 18) who does not hold a valid Foreigner’s Residence Permit of China for work, private matters or family reunion, but has an “Invitation Letter (PU/TE)” or “Verification Confirmation of Invitation” issued by the Foreign Affairs Office of the provincial government or the provincial department of commerce of the intended place of visit to visit China for economic, trade, scientific, and other purposes;

Applicant (including accompanying spouse and children under the age of 18) who does not hold a valid Foreigner’s Residence Permit of China for work, private matters or family reunion, but has obtained “Notification Letter of Foreigners Work Permit” as well as “Invitation Letter (PU/TE)” or “Verification Confirmation of Invitation” to work in China;

Applicant who intends to visit China for the following humanitarian reasons: 
A. Applicant intending to visit an immediate family member in China (including parents, spouse, children, grandparents, grandchildren) who is in critical medical condition and in need of care, or arrange funeral matters of an immediate family member in China; 
 
In this condition, applicant is required to submit the photocopies of the following documents: 
  • A medical certificate or death certificate 
  • Proof of relationships (including birth certificate, marriage certificate, Chinese household registration, certificate letters from the local police bureau in China, notarial certificate of kinship, etc.) 
  • ID card of the inviter 
  • An invitation letter from relatives in China (original) 
B. Applicant who is spouse or child under the age of 18 of a Chinese citizen intends to visit China for family reunion
Required documents: 
An invitation letter and photocopies of the Chinese Identity Card or the Chinese Foreign Permanent Resident ID Card, and proof of relationships.
 
C. Applicant (including accompanying spouse and children under the age of 18) intending to visit China to take care of or support his/her Chinese parents
 
An invitation letter from the Chinese parent and photocopies of his/her Chinese Identity Card, and proof of relationships are required.

Applicant who qualifies for a crew (C) visa

In addition, China has open visa applications to five more Asian countries as of Monday, including Malaysia, Thailand, Singapore, Sri Lanka and Indonesia

ENTRY SUSPENSION
 
The entry ban rolled out in March is still in force. According to the announcement, China has decided to temporarily suspend the entry into China by foreign nationals holding visas or residence permits still valid but issued before March 28, 2020.

The Chinese Embassy and Consulates in Korea began to implement online visa application form and online appointment system from August 1, 2020, and resumed visa services on August 5 for South Korean students, employees hired to work in the country and those with residence permits.

Vietnam
From August 5, 2020, the Chinese Visa Application Service Center in Ho Chi Minh City and Hanoi resumes the operation and process partial Chinese visa applications. 
 
The center will handle visa applications for purposes such as emergency humanitarianism, family reunion, trade activities and so on. 
 
Japan
 
Chinese Visa Application Service Center in Tokyo and Nagoya reopened on 17 June 2020 in a phased and controlled manner. 
 
The currently available scope of services includes visa application and authentication. However, the visa application is limited to crew, necessary economic, trade, scientific or technological activities or humanitarian needs. 
 
Singapore
 
Starting from August 11, 2020, the Singapore Chinese Visa Application Service Center will fully resume its business operations. 
 
UAE
 
The Chinese Visa Application Service Centre in Dubai begins to open to the public for some specific categories of application on every Monday and Wednesday from July 22 2020. 
 
Similar to the visa center in other countries, the current scope of visa application includes C visa, necessary activities, and humanitarian needs.

ENTRY POLICIES
 
Fast Track
 
China has signed fast track agreements with Germany, South Korea, Singapore, UK, France, Switzerland and Italy. 
 
Employees from the seven countries mentioned above can apply for a relevant permit to come to China if they are engaged in key sectors, such as logistics, technical business and financial services. If the application is approved, the applicant will get an invitation and apply for a visa to enter China. 
 
Since China provides visa facilitation to foreign nationals from some european countries including UK, Germany, France and Switzerland, citizens from these places can get a visa in an easier way.

Entry Requirements
 
Starting from July 21, passengers to China meeting the following conditions are required to take nucleic acid tests for COVID-19 within five days before boarding and present the negative results: 
 
  • Passengers from the specific countries on the list
  • Passengers transfer via the listed countries

全之脉全程杭州全之脉电子商务有限公司,原名杭州批城贸易有限公司。本次涉嫌洗钱的全之脉、值遇的实控人,都是来自台州临海的80后蒋荣。

杭州全麦电子商务有限公司在下城区成立,其后更名杭州值遇信息技术有限公司,据称主要做美妆的跨境电商。公司股东包括顺网科技董事长华勇、士兰创业投资有限公司等。

2020年1月以来,大批缅北地区实施诈骗团伙的涉案资金通过对公账户转入蒋某在临海的大型水房账户——“临海市批城制衣厂”,而后再通过水房的POS机进行套现。

此案被公安部挂牌督办!台州市公安局根据线索,组织临海、温岭等地公安机关,通过侦查发现并打掉以临海蒋某为首的涉嫌为境外诈骗集团提供洗钱服务的“黑灰产”犯罪团伙,刑拘团伙主要成员12人,破获案件500余起,涉案资金达5000多万元,缴获涉案POS机7台、涉案银行卡63张。

2、伪造发票或虚拟账单让财富看起来合法;

3、将无合法来源的现金存入账户;

4、预付信用卡,随后取消交易,要求退款至非信用卡账户;

5、通过电汇将现金分层并将现金转换为金融工具;

6、通过虚假交易等形式套取被盗信用卡资金。

各位外贸圈的老板:私下换汇是确定要判刑的!帮朋友代收,找朋友私下换汇、个人非法买卖外汇、通过跨国兑付,非法为他人提供支票套现、地下钱庄买卖等这些收结汇方式,真的是在玩火。

 

所有银行已加强监测,个人账户与公司账户的大额交易及流水异常将接受央行监控管理!

 

目前银行对可疑对公账户,各商业银行会视情况分等级采取控制措施。此外银行逐步在加强客户身份识别,跟踪客户日常经营活动及金融交易情况。重点排查异地开户、休眠测试、无法联系开户企业、资金过渡明显、夜间交易频繁、经营异常的可疑账户。

银行一旦怀疑客户试图进行的交易与洗钱、恐怖融资等犯罪活动相关的,不论所涉资金金额或者资产价值大小,都会向中国反洗钱监测分析中心提交可疑交易报告,是有权限与税务部门交流、共享信息的。

 

很多老板以为小额交易没事,但是根据最高人民法院、最高人民检察院的规定,非法外汇交易行为,其非法经营数额或者违法所得数额将累计计算积少成多,大家一定要小心因为非法外汇交易断送跨境出海前程。

根据《解释》,非法从事资金支付结算业务或者非法买卖外汇,具有下列情形之一的,应当认定为非法经营行为“情节严重”。

(一)非法经营数额在五百万元以上的;

(二)违法所得数额在十万元以上的。

 

非法从事资金支付结算业务或者非法买卖外汇,具有下列情形之一的,应当认定为非法经营行为“情节特别严重”:

(一)非法经营数额在二千五百万元以上的;

(二)违法所得数额在五十万元以上的。

 

从2019年1月1日起,个人5万以上交易、20万以上转账,可能受到大额可疑监控。

 

以后要提取、存入起点金额之上的现金,《应在办理业务时进行登记。

 

央行2020年6月发布的最新发布的《中国人民银行关于开展大额现金管理试点的通知》,自2020年7月1日起,河北省开展试点;

 

自10月起,浙江省、深圳市开展试点。各地对公账户管理金额起点均为50万元,对私账户管理金额起点分别是河北省10万元、浙江省30万元、深圳市20万元。

As China gradually lifts entry restrictions, visa applications are available for certain foreigners now. Chinese Embassy and Consulates-General in the U.K.has recently issued a related notice on the application. Let’s check it to learn some updated requirements. 

Last week, we’ve posted an article saying that China decided to allow certain foreigners from 36 European countries to apply for visas. Now we got some updates about it.

The Chinese Embassy and Consulates-General in the U.K. on Saturday released the Notice on Updated Requirements for Chinese Visa Application, showing further details of the facilitations.

According to the notice, the visa applications will be accepted through the Chinese Visa Application Service Centres in London, Manchester and Edinburgh as of Aug 18th 2020
Applicants who intend to travel to China for any of the following purposes are allowed to apply for the visa.

British citizen and applicant from any of the 35 other European countries who is holding a valid Foreigner’s Residence Permit of China for work, private matters or family reunion, and needs to go to China for the same visiting purpose as shown on the Residence Permit;

Applicants are required to fill in the online application form and make an appointment with the nearest Chinese Visa Application Centre before submitting applications in person on the date of appointment. 
 
Minor children under the age of 14 are not required to go to the Visa Centre for biometric information collection.

It is noted that visa applications for other visiting purposes which are not included above can not be accepted at the moment.
