According to the Chinese embassy in Rwanda, the Civil Aviation Administration of China (CAAC) issued a “circuit breaker” order on RwandAir’s Flight WB9500. The flight will be suspended for a week starting from Sunday, September 20.

FLIGHT SUSPENSION
 
Yesterday, the Chinese Embassy in Rwanda issued a notice on the suspension of the RwandAir flgiht to Guangzhou. CAAC announced a “circuit breaker” order on the airline’s flight WB9500
 

Attention! International Flight to GZ Suspended for 1 Week

 
On August 30, five passengers on the flight from Kigali to Guangzhou tested positive in the COVID-19 nucleic acid test (NAT), resulting in the suspension of the flight for one week starting from September 20. The flight departed on Sept 27 will not be affected. 
 
The embassy reminds that passengers who have bought the tickets for the flight during the suspension period should contact the airline to change the flight as soon as possible. 
 
Meanwhile, don’t forget to make an appointment for a COVID-19 nucleic acid test based on the new date of flight since passengers taking flights bound for China from Rwanda are required to present their negative results of the tests before boarding.

NAT REQUIRED
 
In order to ensure healthy and safe international travel and mitigate the risks of cross-border transmission of COVID-19, CAAC has required China-bound passengers from Rwanda to present their negative results of COVID-19 NAT
 
According to the notice on Sept 1, 2020, both Chinese and foreign passengers on flights to China must apply for a green health code (only for Chinese nationals) or a Health Declaration Form (for foreigners) with a negative nucleic acid test certificate issued within 3 days before boarding

It is noted that the validity period of the NAT certificate was adjusted from 5 days to 3 days. For other matters, please continue to follow the Notice on Implementation of Presenting Negative Results of COVID-19 Nucleic Acid Tests before Boarding in Rwanda for Passengers Taking Flights Bound to China issued by the embassy on Aug 8.

According to the Chinese embassies in Singapore and in Japan, HS Health Code and certified Health Declaration Form are no longer required for direct flight passengers from these two countries to China.

Both Chinese embassies in Singapore and in Japan have announced that China-bound passengers can directly board the airplane and do not have to apply for the health declaration while negative COVID-19 nucleic acid test certificate is still required

These Passengers Don't Need to Apply for Health Declaration

 
From 00:00,11 September 2020, direct flight passengers from Singapore to China can board the airplane with the qualified negative COVID-19 NAT certificate. The facilitation specifics are as follows: 
1. Passengers holding any one of the three memos of Negative COVID-19 NAT Certificate (see Annex 1) approved by the Chinese Embassy can directly board the airplane and do not need to apply for the HS Health Code or certified Health Declaration Form. 
 
Passengers intending to use this facilitation are subject to the inspection of negative COVID-19 NAT certificates by the airlines while checking in, and submit hard copy of the certificates to airlines. The relevant airlines shall submit these hard copies to the Embassy no later than next Monday. 
 
2. This facilitation does not apply to passengers traveling on transit flights to China via Singapore or passengers traveling from Singapore to China via other countries or regions. Transit passengers still need to apply for HS Health Code or certified Health Declaration Form in advance. 
 
3. Passengers who hold the non-standardised certificate still need to apply for HS Health Code or certified Health Declaration Form from the Chinese Embassy in advance.

According to the notice, the embassy also reminds passengers who intend to use this facilitation to double-check the following key points after obtaining the negative certificate:
 
  • Make sure the certificate issued in the same format as any one of the three memos listed in Annex 1. 

  • Make sure the certificate issued within 3 days before the flight departure date. For instance, if passengers take the testing on 7 September and certificates are issued on 8 September, the certificate shall be valid until 23:59 on 11 September. 

  • Make sure the name and the number of the passport or other travel document as shown in the certificate are consistent with those shown on the passenger’s passport or travel document. 

  • Remember to bring two hard copies of the negative certificate in advance. Submit one copy to the airlines and keep the other one for checking while entering China. 

  • Do not alter the name, passport number and date as shown in the certificate, otherwise the certificate will be invalid. Any institution or individual engaging in forgery and fraud of the certificate shall bear all legal liabilities incurred. 

  • Passengers who are not sure whether their certificates meet the above requirements, can still apply for the HS Health Code or certified Health Declaration Form in accordance with the announcement previously released by the Embassy.

Confirmed! China to Hold 128th Canton Fair Online in October

The Ministry of Commerce announced Thursday that China will hold the 128th session of the China Import and Export Fair, also known as the Canton Fair, online between Oct 15 and 24.

The 127th session of Canton Fair was successfully moved online in June. During the 10-day online fair, exhibitors have showcased their products around-the-clock, attracting an influx of inquiries and orders. All supplies were just a click away to buyers worldwide. 
 
Now here comes the second online session of the fair due to the novel coronavirus outbreak. The 128th China Import and Export Fair, or the Canton Fair, will be held online from Oct 15 to 24, according to the Ministry of Commerce on Thursday. 
 
Gao Feng, the ministry’s spokesman, said the 10-day online event will help unblock the industrial and supply chains of the country’s foreign trade and support the global economic recovery. The government will provide better and convenient services for exhibitors and buyers across the world. 
 
“China welcomes both domestic and global companies to actively participate in the exhibition and sign more deals,” Gao said at a regular news briefing.

To ensure steady foreign trade growth in the fourth quarter of this year, the official said the commerce ministry will pay close attention to stabilizing the implementation of foreign trade policies to ensure that they benefit market players and accelerate new business efforts, he said. 
 
In addition to organizing the third China International Import Expo and promoting the innovative development of border trade, Gao said China will actively expand the exports of daily necessities and epidemic prevention materials, as well as deploy more resources and manpower to ensure and control their quality. 
 
Confirmed! China to Hold 128th Canton Fair Online in October
 
Thanks to China’s timely resumption of its industrial production and the gradual return of overseas demand, the country saw its foreign trade increase by 6 percent on a yearly basis to 2.88 trillion yuan ($421 billion) in August, with exports surging by 11.6 percent and imports falling by 0.5 percent, according to the latest trade data released by the General Administration of Customs. 
 
In the face of weakening global demand and rising protectionism, China has already introduced a slew of measures to stabilize foreign trade. These include providing financing support to foreign trade firms via various means and further expanded export credit to micro, small and medium-sized foreign trade companies to keep them afloat amid a challenging external environment, said Zhang Yongjun, a researcher at the Beijing-based China Center for International Economic Exchanges.
