Holding Valid Chinese Residence Permits of Three Categories

2020/09/23

 

In view of the current COVID-19 situation and the need of epidemic prevention and control, adjustments are now made to the Announcement by the Ministry of Foreign Affairs and the National Immigration Administration on the Temporary Suspension of Entry by Foreign Nationals Holding Valid Chinese Visas or Residence Permits issued on 26 March 2020.

Effective from 0 a m., 28 September 2020, foreign nationals holding valid Chinese residence permits for work, personal matters and reunion are allowed to enter China with no need for applying for new visas. If the above three categories of residence permits held by foreign nationals expired after 0 a.m., 28 March 2020, the holders may apply for relevant visas by presenting the expired residence permits and relevant materials to the Chinese embassies or consulates on the condition that the purpose of the holders’ visit to China remains unchanged. The above-mentioned personnel shall strictly abide by the Chinese regulations on epidemic prevention and control.

Other measures in the Announcement issued on March 26 will continue to be implemented. While ensuring effective epidemic control, the Chinese government will continue resuming people-to-people exchanges in a step-by-step and orderly manner.

If you reach the following criteria, you can apply for entrepreneur visa:

1.You have bachelor or above degree(domestic or abroad)

2. Outstanding business idea. (better high-tech related)

3. You want to start up business in Shanghai

Application Location: Only in Shanghai

Duration

The duration for entrepreneur visa is normally from 6 months to 1 year at a time, and you can hold it for a maximum of 2 years during which we need to renew it for you.

Now the policy has been further refined. Last week, Hainan published the Accreditation Criteria for ‘High-level and Top-notch’ Foreigners in Hainan Free Trade Port (Trial in 2020-2024)

FOREIGN TALENTS CRITERIA
 
The criteria, which will be put into a trial application from 2020 to 2024, were created based on the laborforce market demand of the free trade port, with remuneration levels as a parameter. 
 
According to the provisions, foreigners meeting one of the following criteria can be identified as ‘High-level and Top-notch’ Talents in Hainan Free Trade Port: 
 
1. Those who meet the standards of foreign high-end talent (Class A) and foreign professional talents (Class B) in the “Classification Criteria for Foreigners Working in China (Trial)” (the newest version shall prevail) published by the State Administration of Foreign Experts Affairs. 
 
2. Foreign talents with an annual income of RMB 300,000 or above in Hainan Free Trade Port. 
 
3. Foreign talents meeting the standards of the “Directory of Urgently Needed Job Vacancies for Foreigners” published by Hainan Province. 
 
4. Foreign talents who are badly needed and in shortage, who are subject to the temporary declaration confirmed by the administrative department in charge of work permits for foreigners at or above the prefecture-level city.
 
5. Foreign talents whom enterprises badly need, who are subject to the temporary declaration confirmed by the administrative department of the provincial key industrial parks.

PLAN TO ATTRACT OVERSEAS TALENTS
 
In addition, the government has unveiled a plan aimed at drawing more high-skilled overseas personnel to work and start business on the island. 
 
According to the plan, universities, hospitals, scientific research institutes and statutory bodies in Hainan will reserve a number of posts for overseas talent. Qualified personnel will be allowed to serve as legal representatives of statutory bodies, public institutions and state-owned enterprises.
 
“They will be offered an annual salary ranging from 300,000 to 800,000 yuan ($43,880 to $117,000),” said Li Jing, an official with the provincial human resources and social security department.

China allows more cities to apply experimental Customs supervision modes for business-to-business e-commerce exports, which help traders ship products quickly to more destinations. 
Many opportunities are arising from the General Administration of Customs’ move to implement such modes in 10 Customs districts on July 1 to integrate the Customs operations for B2B export of goods
 
The above-mentioned Customs districts are in Beijing; Shenzhen, Guangdong province; Tianjin, Hangzhou, Zhejiang province and Nanjing, Jiangsu
The administration then expanded this pilot program to another 12 Customs districts, including Shanghai; Nanning, the Guangxi Zhuang autonomous region; Chengdu, Sichuan province; and Xi’an, Shaanxi province on Sept 1, with many of them being inland and western cities.

B2B e-commerce export refers to either the direct export of goods from domestic businesses to overseas businesses via cross-border logistics based on mutual deals over a cross-border e-commerce platform, or the export of goods by a domestic company to its overseas warehouse, from which the goods will be delivered to overseas buyers based on their deals over a cross-border e-commerce platform. 
 
The new B2B regulation has satisfied domestic cross-border e-commerce export enterprises of different sizes and types with more convenient customs clearance mode, helping them effectively reduce customs clearance costs and operation costs

Among other supportive measures, the new program offers e-commerce B2B exporters simplified export declarations and paperless Customs clearance, including one-off registrations, streamlined declarations and expedited clearance at lower costs, said Deng Guangwen, deputy head of GAC’s Nanning Customs district. 
 
Deng said that under the new operational mode, the duration of Customs clearance has been shortened. This helps prevent overdue returns caused by unstable international transportation. 
 
Between July 1 and Aug 30, the 10 pilot Customs districts had inspected and cleared a total of 6.32 million batches of exported goods under the pilot program.

Eager to boost foreign trade, the State Council decided at an executive meeting in April to set up 46 comprehensive cross-border e-commerce pilot zones, bringing the total number to 105. 
 
Apart from applying practices proven effective in stimulating the flow of commerce, export-oriented companies in these zones are entitled to enjoy supportive policies, including exemption of value-added and consumption taxes on retail exports. Companies are also encouraged to jointly build and share overseas warehouses. 
 
To further stabilize foreign trade and push the world’s economic recovery, the central government announced in August it had issued a guideline to roll out more measures aimed at protecting foreign trade entities and keeping supply chains stable. 
 
More efforts will be made to help foreign trade firms expand their clientele and improve trade facilities and services, including cross-border e-commerce platforms, cross-border logistics and overseas warehouses, according to the government document.
