It is reported that China’s civil aviation regulator issued “circuit breaker” orders on two China-bound flights. One of them will be suspended for 5 weeks starting from next Monday. Let’s check the details.
 
In early June, China eased restrictions on international passenger flights contingent on epidemic risks being under control. Authorities highlighted the “reward and circuit breaker mechanism” for the carriers to increase or have flights suspended in accordance with the companies’ epidemic control work. 
 
Under the policy, airlines must suspend flights on a route for a week if five passengers test positive for coronavirus. If the number exceeds 10, the airline must suspend the flights for four weeks. 
 
There are two international flights to be suspended in the next few days, let’s check.
Amsterdam – Guangzhou
 
China Southern Airlines’ Guangzhou-Amsterdam (in the Netherlands) international passenger route has been suspended for one week from October 19, in line with the “circuit-breaker” directive of China’s civil aviation regulator, according to the carrier’s official WeChat account.

Under the directive, the flights CZ307/308 on October 20 and 23 will be canceled, as well as those Wednesday flights from October 28. 
 
The air route will resume weekly operation every Friday after the suspension expires. Previously, the aviation company offers bi-weekly passenger services between the two cities.

For epidemic concerns, the airlines also announced the suspension of its transfer service for some groups of China-bound passengers, including: 
 
  • Travelers from Africa with a stopover at Amsterdam 
  • Travelers from Argentina, Ethiopia, Guinea, Ghana, Serbia, Senegal, Tanzania and India, with a stopover at Paris 
Addis Ababa – Shanghai
 
China’s civil aviation regulator ordered on Tuesday a five-week suspension of an Ethiopian Airlines flight from Addis Ababa to Shanghai in an effort to prevent imported COVID-19 cases. 
 
A total of five passengers on the Oct 6 flight from Ethiopia’s capital to Shanghai, as well as 10 passengers on its Oct 13 flight, tested positive for the novel coronavirus, meeting the conditions for a “circuit breaker” suspension of the flight route, according to the Civil Aviation Administration of China.

In keeping with an international flights adjustment policy announced on June 4, the administration issued its “circuit breaker” directive and announced the five-week suspension would begin on Monday.

Following the release on the plan, the authorities on Sunday issued a list of 40 authorized measures to facilitate the pilot reforms in Shenzhen
 
Ning Jizhe, vice-minister of the National Development and Reform Commission, said the new list, together with the newly implemented plan for comprehensive pilot reforms in Shenzhen, will unleash huge benefits enabled by reforms for its high-quality development.

The list outlined 40 detailed reform measures to be implemented in Shenzhen in six key areas, such as promoting the reform of the registration-based IPO system in the city’s startup board ChiNext, the introduction of a listing transfer mechanism from the country’s over-the-counter equity market to ChiNext and piloting domestic issuance of stocks or China Depository Receipts by innovative companies.

According to Xinhua, Thailand and China have agreed to open the “fast lane” for personnel exchange and the “green channel” for goods exchange between the two countries amid the COVID-19 pandemic. 
 
The two sides reached the agreement on Thursday in the meeting between Thai Prime Minister Prayut Chan-o-cha and visiting Chinese State Councilor and Foreign Minister Wang Yi.

At the meeting, Prayut said Thailand is very grateful for China’s support and help in its fight against COVID-19. Thailand appreciates China’s announcement that if it succeeds in COVID-19 vaccine research and development, China will make it a global public good, and Thailand hopes to enhance cooperation on vaccine research with China, he said. 
 
Thailand and China should formulate plans together for their post COVID-19 cooperation, and push forward the Thailand-China comprehensive strategic cooperative partnership to further development. 
 
Prayut said Thailand hopes to strengthen trade and technology innovation cooperation with China, and expects more Chinese enterprises to invest in Thailand. He promised to provide an open, fair and transparent business environment for Chinese enterprises.

Thailand supports a deep docking of the Eastern Economic Corridor (EEC) and the Guangdong-Hong Kong-Macao Greater Bay Area, and the speed-up of interconnectivity, he added.

For his part, Wang Yi said that the mutually beneficial cooperation of China and Thailand has successfully withstood the COVID-19 epidemic and achieved growth against the trend. This has demonstrated the strong strength and bright prospect of bilateral cooperation. 
 
China will enhance strategic communication with the Thai side to promote the bilateral relations to develop further in the post-epidemic era, Wang said. 
 
He also added that the two sides should strengthen COVID-19 vaccine cooperation, promote the docking and complementation of the EEC and the Guangdong-Hong Kong-Macao Greater Bay Area, build new highlights of the Belt and Road and new platforms for interconnectivity.

The city of Qingdao in east China’s Shandong Province has activated a plan to conduct a city-wide nucleic acid testing for COVID-19 after new cases were reported. If you are in Qingdao, or have been to Qingdao in recent days, please check the latest measures and regulations. 
CURRENT SITUATION IN QINGDAO
 
Qingdao, Shandong province, has a population of more than 11 million. The city has vowed to complete city-wide nucleic acid testing within five days starting from Monday. 
 
The city has begun a program of free nucleic acid testing of all residents after new COVID-19 cases were linked to a local pulmonary hospital. The city’s health authority said the tests across the city were expected to be completed over a five-day span.

According to the media reports, over 7.5 million people had been sampled for nucleic acid testing by 9:30 am Wednesday in the city. 
Qingdao authorities on Wednesday held a press conference on the prevention and control of the novel coronavirus outbreak in the city. 
 
So far, the city in east China’s Shandong Province has collected over 4.23 million samples for coronavirus testing as of Tuesday afternoon, the local health authority said.

The city’s Loushanhou community is the only area in middle risk in the Chinese mainland, while other areas in the mainland are in low-risk.

There are several cities introducing further restrictions on those who have been to Qingdao in the past 14 days. 
 
Attention! Must Get COVID-19 Testing If You are in Qingdao!
 
Guangzhou has included those who have come to the city from or have lived in Qingdao within 14 days in the health service management. If the above-mentioned people have a fever, they will be required for isolation and nucleic acid test. 
 
For those who come to Sichuan from Qingdao, they need to undergo a 7-day quarantine at home. Negative result of NAT valid within 7 days is also required according to the national requirements on the prevention and control of the outbreak. 
 
Macao announced that passengers who have been to Qingdao within 14 days before arrival need to undergo a 14-day quarantine of medical isolation at designated places.
