The Civil Aviation Administration of China (CAAC) announced that there will more flights to be suspended after passengers tested positive for COVID-19 in the upcoming weeks. Please check the latest info if you are going to travel to China.

The Saudi Arabian Airlines’ Flight SV884 and the China Southern Airlines’ Flight CZ348 have received “circuit breaker” directive and have been temporarily suspended earlier this month.
 
However, these two flights are required to extend their suspension due to more passengers tested positive for COVID-19. 
 
According to the CAAC, Mahan Air’s Flight W5081, Neos Air’s Flight NO946 and Flight NO976, Turkish Airlines’ Flight TK72, Polish Airlines’ LO093 departing before November 2nd will not be affected
 
If you have bought the tickets for the involved flight during the suspension period, please contact the airline to change the flight as soon as possible.

On Oct 26, the Department of Consular Affairs of the Chinese Ministry of Foreign Affairs issued a notice via its official WeChat account, stating that as the global pandemic situation has rebounded significantly in recent days, many countries have announced they have entered second waves of the pandemic, triggering tightened COVID-19 prevention and control measures. 
 
Therefore, Chinese nationals may face more significant health and safety risks if they choose to travel outbound at present. The notice has reminded Chinese citizens to try and avoid cross-border travel as much as possible.

HK to exempt quarantine on certain passengers from mainland

The Hong Kong Special Administrative Region government announced on Oct 27 that it is planning to exempt the 14-day mandatory quarantine for its residents returning from the Chinese mainland, with the epidemic situation currently under control. 
 
The exemption measure is expected to come into force from November, the government said. According to Carrie Lam, the Chief Executive of HKSAR, a quota would be set at the beginning of the quarantine-free travel arrangement, allowing for the gradual and orderly resumption of personnel exchanges between the Chinese mainland and the Hong Kong SAR.

Also, an Air Travel Bubble (ATB) campaign between Hong Kong and Singapore may also be launched in the coming weeks.

China has established a modern tax credit rating system, rating taxpayers at five different levels (A, B, M, C, D) based on the evaluation results. 
 
A-level taxpayers are entitled to more favorable treatments and D-level taxpayers are subjected to stricter scrutiny in a wide range of tax-related matters such as application for invoice issuance and VAT refunds on exported goods. 
 
Starting from November 1, 2020, a series of new rules on the tax rating system will be effective. Those who have been rated D-leveldue to the evaluation results will get 11 more points next year.

New drivers over the age of 70 will be able to apply for a driver’s license

The Ministry of Public Security (MPS) on recently released 14 new measures on promoting the business environment. 
 
According to the measures, new drivers over the age of 70 will be able to apply for a driver’s license starting November. 
 
Aiming at better adapting to the needs of an aging society, there will be no age limit for applicants for following types of driver’s licenses as long as they meet physical and mental requirements under the new measures: 
  • Compact cars 
  • Compact automatic transmission cars 
  • Motorcycles

In early June, China eased restrictions on international passenger flights contingent on epidemic risks being under control. 
 
The authorities have launched measures including “circuit breaker” directive and the five-week suspension on certain flights in an effort to prevent imported COVID-19 cases. 
 
Under the policy, airlines must suspend flights on a route for a week if five passengers test positive for coronavirus. If the number exceeds 10, the airline must suspend the flights for four weeks.

NEW COVID CASES
 
A total of 138 people in Kashgar prefecture of the Xinjiang Uygur autonomous region have tested positive for COVID-19 as of Sunday, local health authorities said. 
 
Gu Yingsu, deputy director of Xinjiang’s health commission, said they are all asymptomatic cases.

The first reported asymptomatic case, a 17-year-old female villager from Shufu county, tested positive for the virus during the county’s routine nucleic acid testing on Saturday and the other 137 asymptomatic cases were found on Sunday. They were all related to the factory where the girl’s parents work, Gu said at a news conference in Urumqi. 
 
The villager has not left Kashgar since the beginning of this year. Her brother and parents tested negative. 
 
All asymptomatic COVID-19 patients have been quarantined for medical observation at a designated hospital in Kashgar and show no signs of fever or coughing, Gu said, adding that all of their close contacts have been quarantined. 
 
 
NAT & OTHER MEASURES
 
Kashgar has started to offer nucleic acid testing to all residents in the area, and more than 2.8 million of the over 4.7 million residents of Kashgar had been tested as of 2 pm on Sunday, she said. 
 
Shufu completed testing all of its residents on Sunday, while other areas of Kashgar are expected to complete their testing on Tuesday, Gu said.

All highways, railways and the airport remain operational in Kashgar, she said. Visitors to the city do not have to be quarantined or show nucleic acid test reports, but people who leave the area should have tested negative for COVID-19 within the past seven days, she added.

The National Health Commission sent a work group to Kashgar on Sunday to guide epidemic prevention and control work.
 
All non-boarding kindergartens and primary and secondary schools in Kashgar will suspend their classes from Monday to Friday. Supermarkets and shopping malls will remain open to ensure sufficient supplies of daily necessities, the Kashgar publicity department said.
Chen Quanguo, Party secretary of Xinjiang, said the region should race against time and work hard to prevent the spread of the pandemic. 
 
Chen made the remark at a videoconference held on Saturday night to discuss containment measures, adding that the region should attach great importance to virus prevention and control work in Shufu and safeguard the health of people of all ethnic groups. 
 
Officials should always be vigilant and ensure all containment measures are implemented in a targeted and scientific manner, he added.

Xinjiang had a cluster of infections mainly in Urumqi, the regional capital, in July and August, but no new cases had been found in the region since Aug 18.
 
The Centers for Disease Prevention and Control (CDC) in several provinces and cities such as Beijing, Sichuan, Zhongshan, Qingyuan and Harbin advised residents not to travel to Kashgar unless necessary

The Ministry of Public Security (MPS) on Thursday released 14 new measures on promoting business environment. Among them, it is stipulated that starting from next month, new drivers over the age of 70 will be able to apply for a driver’s license.

LIFTING AGE LIMIT
 
New drivers over the age of 70 will be able to apply for a driver’s license starting next month after the Ministry of Public Security released a package of measures on Thursday that also expands exemptions from motor vehicle inspections. 
Aiming at better adapting to the needs of an aging society, there will be no age limit for applicants for following types of driver’s licenses as long as they meet physical and mental requirements under the new measures: 
  • Compact cars 
  • Compact automatic transmission cars 
  • Motorcycles

First-time driver’s license applicants over 70 will have to pass tests of their memory, judgment, reaction time and other abilities to ensure they are capable of driving safely. They will also need to have a medical examination and submit a medical certificate each year

“Lifting the age limit is one way of meeting the new needs of an aging society, and it is common practice in most countries,” said Liu Yupeng, deputy director of the ministry’s Traffic Management Bureau. 
 
He said improvements to people’s living conditions had seen the average life expectancy in China rise to 77.3 years last year, which had led to calls for the age limit on first-time driver’s license applications to be lifted and for more convenient physical examinations. 
 
 
OTHER MEASURES
 
Among other measures announced by the ministry, the minimum age for applying for a driver’s license for a large coach will be reduced from 26 to 22, and that for a driver’s license for a towing vehicle from 24 to 22
 
The upper age limit for applying for a driver’s license for large or medium-sized passenger cars and trucks will be raised from 50 to 60
 
The range of medical institutions authorized to give drivers physical examinations will be expanded. License applicants will be able to have the checkups in nearby medical institutions, including: 
  • Township hospitals 
  • Community health service centers 
  • Physical examination centers

A total of 12 new measures will take effect on Nov 20, with other provisions aimed at making it more convenient to apply for a driver’s license, arrange a vehicle inspection and manage license plates, among other things. 
 
According to Li Jiangping, director of the Traffic Management Bureau, with the development of the automobile industry and technological progress, the quality of automobile products and the level of vehicle maintenance and repair have been improved, making it possible to relax inspection requirements for private cars.

Excluding minivans, noncommercial cars with seven to nine seats that have been in operation for more than six years but less than 10 years will no longer need to pass an annual inspection. Instead, they will now be inspected once every two years. The move is expected to benefit over 170 million private car owners across the country.
