China and Japan resumed business travel on Monday with a fast-track entry system that exempts eligible visitors from compulsory 14-day quarantine.

“It will accelerate the pace of resumption of companies’ manufacturing activities amid the pandemic and I believe it will provide an important support for the recovery and development of the Chinese and Japanese economies,” State Councilor and Foreign Minister Wang Yi told the online Sino-Japan forum on Monday. 
 
In a message read at the forum, Japanese Foreign Minister Toshimitsu Motegi also hailed the change.

According to Xinhua News, the newly-launched “fast track” can further fuel bilateral cooperation to beat the COVID-19 pandemic and get work and production back on track.

You can buy cheaper flight tickets soon! China expands domestic route airfare reform

The Civil Aviation Administration of China (CAAC) said last week that it would liberalize airfares of domestic routes operated by at least three airlines from Dec 1. 
 
The reform will substantially increase the number of domestic air routes with market-based prices, and the mechanism for the market to determine prices will further strengthen, the CAAC said. 
 
This move will likely continue to tap domestic market demand and accelerate the recovery of the sector.

Shenzhen checkpoint to suspend operation of 24-hour service

The schedule for Shenzhen Bay Checkpoint to implement 24-hour border crossing service before the end of the year has been suspended due to COVID-19, the Shenzhen Municipal Office of Port of Entry and Exit announced on its official website.
 
Due to the risks of COVID-19, the border crossing time has been adjusted to 10 a.m. to 8 p.m. from the original 6:30 a.m. to midnight. 
 
Hong Kong and Shenzhen will develop and assess the 24-hour service appropriately under the overall situation of COVID-19 prevention and control, according to the website.

For the facilitation among cities of the Guangdong-Hong Kong-Macao Greater Bay Area, Shenzhen and Hong Kong had agreed in August to implement the 24-hour service at Shenzhen Bay Checkpoint. 
 
Shenzhen Bay Checkpoint will be one of the three checkpoints between Shenzhen and Hong Kong that offer the service if the arrangement goes through. The other two checkpoints are Liantang Checkpoint in Luohu District and Huanggang Checkpoint in Futian District.

2 new intercity rail lines launched in Guangdong

Two new intercity railways officially began service in Guangdong on Monday, further facilitating the travel of local residents and tourists in the province. 
 
The Guangzhou-Qingyuan Intercity Railway Line, which reaches 38.2 kilometers, will help accelerate the economic integration of Guangzhou and Qingyuan.
The new line has six stations, including two at ground level and four elevated. Travel time is about 30 minutes for the whole journey.

The 22.6 kilometer-long Guangdong Donghuan Intercity Railway has four stations, including one at ground level and three underground. It links Huadu station, also an intercity transfer station for the Guangzhou-Qingyuan line, to Guangzhou Baiyun International Airport, one of the major aviation hubs in the country.

Loudspeakers to be banned in Shanghai metro

A new restriction on the use of loudspeakers in metros will take effect in Shanghai on Dec 1, according to Shanghai Metro on Wednesday. 
 
The posters about the new rules are already in trains. They also reiterate the rule that bans eating and drinking in carriages. 
 
The move has been supported by many netizens, some of whom have suggested that the rules be rolled out across the country.
 
Regarding the implementation of the rules, a staff member told local news portal ThePaper that passengers may alert the metro’s customer service when they notice any offenses being committed.

China to improve export control list as ECL to be effective

The Ministry of Commerce will further improve the country’s export control list and release it in due course. 
 
Export control is a common international practice in which a country prohibits or restricts the export of specific items, Gao Feng, spokesperson for the ministry, told an online press briefing in October. 
 
His remarks came after China’s top legislature passed a law on export control, which would go into effect on December 1.
 
China may take countermeasures against any country or region that misuses export control measures and poses a threat to the country’s national security and interests, according to the new law. 
 
The law also specifies that technical documentation related to the items covered by the law is also subject to export control stipulations.

It is noted that there will be some adjusted workdays for those who need to go to work or school even that’s the weekend. The government has set adjusted workdays to swapped with the weekdays next to the actual holiday to create a longer vacation period.

Attention! COVID-19 Risk Alert Raised in Several Regions

It is reported that China’s National Health Commission has received reports of several newly confirmed COVID-19 cases on the Chinese mainland, including domestically transmitted cases and imported cases. As of Monday, 10 places have been classified as high- or medium-risk areas. 
 
According to some media reports, several Chinese cities including Shanghai, Tianjin and Manzhouli have reported newly confirmed COVID-19 cases in recent days, raising concerns of a possible wave of the coronavirus. 
 
SHANGHAI

Four regions in Shanghai have been classified as medium-risk areas.
 
Shanghai reported two new domestically transmitted COVID-19 cases on Nov 22, bringing the total of local infections this month to six. 
 
The five reported infections from Friday to Sunday (November 20-22) included three workers at a cargo station at Shanghai Pudong International Airport and the wives of two of them. The case reported on November 9 was a cargo porter at the same airport. 
 
The residential community at No 126 Alley Shunhe Road in Zhangjiang town (张江镇顺和路126弄小区) of Pudong district was labeled as a medium-risk region for the cases found. Four areas in Shanghai, all in Pudong, have been categorized as medium-risk regions as of Nov 23. 
 
MANZHOULI
 
Attention! COVID-19 Risk Alert Raised in Several Regions
 
Hulun Buir city issues Level-Ⅲ alert to coronavirus. 
 
The Manzhouli (满洲里), Hulun Buir city in Inner Mongolia reported two new local COVID-19 cases on Saturday. 
 
The city has suspended all inbound and outbound trains, as well as all flights departing from the city’s airport with a connection at Hohhot Baita International Airport in Inner Mongolia’s capital city. 
 
All public areas citywide, including schools, were asked to close, with all residents receiving nucleic acid tests for COVID-19 on Sunday. 
 
The city has recorded two medium-risk areas so far. The Hulun Buir city on November 21 activated a Level-Ⅲ alert to novel coronavirus, which will be in place through the end of this year.
 
TIANJIN
 
Attention! COVID-19 Risk Alert Raised in Several Regions
 
In Binhai New Area of North China’s Tianjin municipality, massive nucleic acid testing began on Saturday, and 2.24 million people have been tested by 7 p.m. Sunday. 
 
This followed a report of multiple local infections this month. Two men, both cargo workers at a frozen food company, were confirmed with COVID-19 on November 8 and on November 17, respectively. Four residents of the Kanhaixuan residential community (瞰海轩小区) in Binhai followed on November 20.
 
The community was classified as a high-risk area for COVID-19 from November 20. Another two regions in Binhai New Area were ranked at medium-risk level, including the blocks A and B of a cold-chain logistics area in the central fishing port (中心渔港).
 
FUYANG
 
Attention! COVID-19 Risk Alert Raised in Several Regions
 
Zhangyang residential community in Yingshang county, Fuyang (阜阳市颍上县), Anhui province, has been classified as a medium-risk region for COVID-19 since Nov 11. 
 
On Nov 10, the city reported a confirmed COVID-19 case, involving a cargo handler at Shanghai Pudong International Airport, who was a close contact of a confirmed case reported in Shanghai on Nov 9.

According to China’s civil aviation regulator, there are several China-bound flights to be suspended in recent days. Today we will share the updates in order to help you plan your travel in advance.

The Civil Aviation Administration of China (CAAC) Wednesday issued “circuit breaker” directives on several international airlines’ flights to China as some passengers on these flights have been tested positive for coronavirus. 
 
The involved airlines include Air France, Indonesia Sriwijaya Air, KLM Royal Dutch Airlines, Pakistan International Airlines, Ethiopian Airlines, Air China, China Southern Airlines, and Xiamen Airlines.

Starting from November 23, several flights from the above-mentioned airlines will be temporarily suspended or canceled. Here is the detailed list:

Based on the earlier “reward and circuit breaker mechanism”, airlines must suspend flights on a route for one week if five passengers test positive for coronavirus. If the number exceeds 10, the airline must suspend the flights for four weeks.

The quota for the above-mentioned flights shall not be used for other routes. In addition, the flights from Air France, Indonesia Sriwijaya Air, KLM Royal Dutch Airlines, Pakistan International Airlines, Ethiopian Airlines, Air China, China Southern Airlines and Xiamen Airlines can continue to operate up to Nov 23
 
If a flight triggers the circuit breaker mechanism during this period, the suspension times will accumulate. 
 
If you have bought the tickets for the involved flight during the suspension period, please contact the airline to change the flight as soon as possible.
