China announced that it would adjust import tariffs on a range of products starting Jan 1, 2021. Provisional import tariffs that are lower than the most-favored-nation rates will be levied on 883 commodities.

According to the Customs Tariff Commission of the State Council, the country will apply provisional import tariff rates that are lower than Most Favored Nation tariff rates to 883 commodities, starting Jan 1, 2021.

The above-mentioned goods include: 
  • Foods 

  • Medicines 

  • Information technology products 

 
Most Favored Nation (MFN) rates are what nations promise to use with other members of the World Trade Organization, unless there is a preferential trade agreement.
 
Import duties will be eliminated on some raw materials for medicines for cancer, and on some special formula foods for sick children. 
 
The changes are meant to lower prices and ease the burden on patients’ families, according to a statement posted on the website of the Ministry of Finance. 
 
New Policies! China to Lower Tariffs Next Year
Starting on July 1, China will make the sixth reduction on MFN tariff rates on 176 kinds of information technology products, and interim tariffs on nine imported products will be canceled, according to the Office of the Customs Tariff Commission.
 
These measures are in line with Chinese policymakers’ expectations of further lowering import tariffs and increasing imports of high-quality goods and services, experts said, which can also promote the integration of the regional economy.
 
China will further reduce agreement tariff rates applied on some import goods originating in several countries and regions, including New Zealand, Peru and South Korea, in accordance with China’s free trade agreements. 
 
The agreement rates under the Asia Pacific Trade Agreement will be applied to some import goods originating in Mongolia starting Jan 1. On the same date, the bilateral free trade agreement between China and Mauritius will also take effect, according to the Ministry of Finance. 
 
What’s more, according to published schedules, the import tariff rates of some aircraft equipment will be reduced in 2021.

China Tightens COVID-19 Testing Rules for Travelers From U.S. 

 
The Chinese embassy in the United States has announced new rules for China-bound travelers due to the potential risk of importing COVID-19 and alleged testing evasions. The new rules will take effect from Dec 23, 2020. 
 
According to the Notice on the Requirement Adjustment of the Nucleic Acid rt-PCR and IgM Serum Antibody Tests, IgM serum antibody test must be performed by medical professionals through venous blood sampling. 
 
The test report should include the following terms: Serum, IgM, Venous, etc. Finger-prick blood testing is no longer accepted.

What’s more, passengers traveling to China must get their samples for the nucleic acid rt-PCR and IgM serum antibody tests collected at the departure city and vicinity of their direct flight to China in order to prevent infection from long-distance travel after testing.

HK Bans Flights from the UK
 
The Hong Kong government announced Monday to ban all flights from the United Kingdom starting Tuesday to fend off a mutated strain of COVID-19. 
 
The amended rule would stipulate that people who have stayed in the UK for more than two hours in the past 14 days shall be rejected boarding the plane, effectively banning all the direct and transit flights to the city.

According to Secretary for Food and Health Sophia Chan Siu-chee, travelers who have already returned from the UK recently will also be required to undergo another week of quarantine at home after completing two weeks of hotel quarantine.

Hong Kong’s flag carrier Cathay Pacific said in a notice that the airline has canceled all of its flights to the UK until Jan 10
 
 
Macao Tightens Quarantine Policy for Inbound Travelers
 
The anti-epidemic authority of China’s Macao Special Administrative Region (SAR) said on Monday that it has tightened quarantine policies for inbound travelers due to changes in the COVID-19 situation abroad.

Starting from 10 p.m. local time Monday, those who have traveled to countries and regions outside the Chinese mainland and Taiwan within 14 days of entering Macao, will have to be quarantined for 21 days instead of the previous 14 days. 
 
Travelers who have completed 14 days of quarantine but within 21 days of entering Macao upon the announcement need to monitor their health conditions by themselves for seven days and take nucleic acid testing again.

China’s circuit breaker arrangement for international passenger flights was tightened on Wednesday to contain the spread of COVID-19.

The Civil Aviation Administration of China (CAAC) on Wednesday issued the Notice on the Adjustment of the Circuit Breaker Measures for International Passenger Flights

According to the CAAC, if there are five passengers on a flight who test positive, the airline’s flights will be suspended for two weeks, starting on Wednesday. The earlier regulation – introduced in June – suspended the airline’s flights for one week if five passengers on a flight tested positive. 
 
The suspension will last for four weeks if 10 passengers test positive, which remains the same as the earlier regulation. 
 
Here’s the full content of the notice: 
 
CAAC Notice on the Adjustment of the Circuit Breaker Measures for International Passenger Flights

To All Transport Airlines:

To further consolidate efforts aimed at preventing COVID-19 cases from being imported into China, and as required by the arrangement made by the Joint Prevention and Control Mechanism of the State Council, an adjustment is hereby made to the “circuit breaker measures” concerning international passenger flights included in paragraph 7.3 of CAAC Notice on the Adjustment of International Passenger Flights (No. 27 [2020] by CAAC). The details are as follows:

If 5 to 9 arriving passengers flying the same flight and same route operated by an airline are found positive in their nucleic acid tests after arrival, the airline’s operation on that specific route shall be suspended for 2 weeks; if 10 or over 10 passengers test positive after arrival, the airline’s operation on the route shall be suspended for 4 weeks. No adjustment is allowed to be made to the quota of the flight involved in a “circuit breaker” to transfer it to other routes. After the end of the “circuit breaker” period, the airline could resume its one weekly flight schedule.

This Notice shall enter into force as of the date of its issuance.

On Friday, CAAC issued a circuit breaker directive to Aeroflot’s flight SU208 which will be suspended for 4 weeks since December 21. The accumulative suspension period of this flight will be 8 weeks. 
 
On Tuesday, three international airlines including Ethiopian Airlines, Russia’s Ikar Airlines and Swiss International Air Lines were suspended for one week after several passengers tested positive for COVID-19 on recent flights.

Also on Tuesday, the administration held a conference to arrange disease control measures to contain imported cases.
 
By Tuesday, the administration carried out 139 suspension orders, canceling 268 international passenger flights from 54 domestic airlines and 85 international airlines.
