As the holiday for Chinese New Year ends, there will be a travel peak in recent days. Many migrant workers are expected to return to Guangdong soon. Therefore, we’ve collected some information and share with you for your travel plan.

WARM REMINDERS FOR RETURNEES
 
According to the Health Commission of Guangdong Province, you need to follow the instructions and do the following things if you: 
 
  • Have been to any medium- and high-risk area within the country in the past 14 days; or
  • Have an overseas travel history in the past 21 days while finishing the quarantine less than 7 days ago. 
Here are the 5 things you have to do: 
1. Follow relevant regulations and take the nucleic acid test in time before boarding; 
2. Report to local community as soon as possible after the arrival;
3. Try to avoid crowded public places; 
4. Take effective health measures including personal protection and temperature monitoring; 
5. Report your health condition via the mini-program “Yueshengshi” (粤省事) or “Yuekang Code” (粤康码).

If you return to Guangdong from the city where the medium- and high-risk areas are located, please take the nucleic acid test within 7 days before your departure.

Must Know to Come to Guangdong during CNY Holiday!

As COVID-19 is still spreading around the world, Guangdong has updated its epidemic prevention and control measures, especially those imposed on inbound passengers, for the Spring Festival travel rush.

On Wednesday, the Guangdong government held a press conference, announcing a series of new entry measures effective during the Spring Festival holiday (between Feb 8th and 17th). 
 
According to the conference, Guangdong will strictly implement the closed-loop management measures for all inbound arrivals from overseas. A negative result of nucleic acid test is also required before boarding.
 
Here are the details of the updates: 
 
ENTRY MEASURES
Entry via Airports
 
All inbound passengers entering via airports need to provide a negative result of nucleic acid test taken within two days before boarding.
 
Besides, travelers from certain countries and regions including the US, the UK, Canada and Nepal, need to provide negative result of IgM antibody test and apply for a green health code from the Chinese embassies or consulates.

Entry from Hong Kong
 
All passengers entering from Hong Kong are required to provide a negative result of nucleic acid test effective within 24 hours. 
 
Entry from Macao
 
The previous entry policies between the mainland the Macao has been basically resumed and the prevention and control measures in Guangdong and Macao currently go along with each other. 
 
All passengers entering from Macao are required to provide a negative result of nucleic acid test effective within 7 days.

QUARANTINE & MEDICAL OBSERVATION
 
Entry via Baiyun Airport
During the holiday period, all inbound arrivals entering via Guangzhou Baiyun International Airport will stay in Guangzhou for medical isolation. The previous measures of transferring to Foshan, Qingyuan, Jiangmen and Zhaoqing will be suspended.

Entry via Shenzhen Bay Port
 
As for those who enter via the Shenzhen Bay Port and need to be quarantined, they will stay in Shenzhen for medical isolation. The previous measures of transferring to Dongguan, Huizhou, Shanwei and Zhongshan will be suspended. 
 
In addition, starting from Feb 6, all inbound passengers entering via Guangdong’s entry points and required to take medical observation, in principle, will no longer be allowed to undergo a cross-city quarantine at home.

This year’s Spring Festival falls on Feb 12, it’s the Year of the Ox. There will be a 7-day holiday the Chinese New Year from Feb 11 to 17.

Stricter measures introduced for Spring Festival travel rush

As the Spring Festival travel rush kicked off last week, transportation operators have tightened measures to prevent the resurgence of COVID-19 cases and provide better service to passengers. 

 

This year, to curb the resurgence of the novel coronavirus, top authorities advised people not to travel and to celebrate the holiday where they work and live. 

 

Transportation authorities also released guidelines to regulate measures to curb the virus, including wearing protective masks and increasing the frequency of disinfection. 

 

Also, passengers are required to follow epidemic control protocols during the journey, including presenting their health code, going through temperature checks and wearing masks.

Now you can return flight and train tickets without extra charge

To help reduce nonessential travel and lower the risk of the virus spreading, ticket return policies for rail and air travel have been changed to better serve customers. 
 
According to the Civil Aviation Administration of China (CAAC), flight tickets during the travel season can be returned or changed once without extra charge.

Since Jan 14, train tickets could be returned without charge up to eight days before the trip. The limit was previously 15 days in advance. Extra charges are still levied when tickets are returned within seven days. In addition, train tickets can be purchased 15 days before the trip instead of 30 days.

Foreign investment negative list comes into effect from February

Last year, China unveiled the 2020 negative list for foreign investment access in Hainan free trade port. The list becomes effective from Feb 1, 2021. 
 
The negative list, jointly released by the National Development and Reform Commission and the Ministry of Commerce, introduces measures to promote opening-up in crucial areas, such as value-added telecommunications and education, expand commercial services, and to ease market access in the manufacturing and mining industries. 
 
Restrictions on foreign investment access to online data processing and online transaction processing businesses will no longer apply when the list takes effect.

Foreign ownership limits for passenger car manufacturing will be lifted. Regulations prohibiting foreign investment in the exploration, mining and ore dressing of rare earth, radioactive minerals and tungsten will no longer apply either.

China suspends entry by certain foreign nationals with valid visas or residence permits

On Jan 30, the Consulate-General of China in Toronto issued the Notice on the Temporary Suspension of Entry into China of Foreign Nationals Holding Valid Chinese Residence Permits of Three Categories

In view of the current COVID-19 situation and the need of epidemic prevention and control, new adjustments have been applied with regard to entry into China of foreign nationals in Canada holding valid Chinese residence permits. 
 
According to the new adjustments, all foreign nationals who hold valid Chinese residence permits for work, personal matters and reunion are temporarily not allowed to enter China from Canada.  Entry with diplomatic, service, courtesy or C visas will not be affected. 
 
Foreign nationals in Canada coming to China for essential economic, trade, scientific or technological activities or out of emergency humanitarian needs, may contact the Chinese Visa Application Service Center in Canada, and submit their applications after receiving the confirmation from the Center.

Once the Chinese Embassy or Consulate-General approves their visa applications, the applicants can enter China with the new visas after this Notice.

The Chinese embassies in countries including Belgium, the UK, the Philippines, Bangladesh and India have implemented similar measures since November.

To promote the development of Guangdong-Hong Kong Macao Greater Bay Area, the Guangdong Provincial Public Security Department on Jan 28 launched 20 new measures, covering various aspects of life. 
 
These measures will help promote the social development of the Greater Bay Area, and will also promote the informatization and facilitation of public security service management. 
 
With these measures, foreigners can enjoy safer and more convenient life here in the province. 
 
Foreigners can apply for work permits and work-related residence permits at one time. Foreigners in Guangzhou and Shenzhen can submit all the materials for applying for the work permit and work residence permit at one time, and then they can complete the acceptance and receive the certificates at the same time. This means that the time for applicants to wait for approval will be reduced.

CHUNYUN BEGINS
 
China kicked off its annual travel rush, known as “chunyun” (春运) on Thursday, with hundreds of millions starting to head home for the Spring Festival that falls on Feb 12 this year. Known as the world’s largest annual human migration, the travel rush lasts 40 days from Jan 28 to March 8 this year. 
 
Official data shows that China is likely to see around 1.7 billion passenger trips during the period this year. 
 
Chinese authorities have rolled out a series of guidelines to ensure the well-being of people who had been asked to avoid traveling during the upcoming Spring Festival holiday.

FAQs ABOUT FLYING TO GZ
 
As the government has adjusted COVID-19 prevention and control policies and measures amid the pandemic, no matter it is a travel rush or not, you’d better check the updates of relevant issues before your trips.
 
For those who plan to travel and fly to Guangzhou during the upcoming Chinese New Year holiday, here are some FAQs and answers sorted out by GD Today.

1. Do I need quarantine and nucleic acid test report if I fly from other cities in China to Guangzhou?

For domestic flights, Baiyun Airport will check passengers’ temperature and health code (the Epidemic Prevention Health Information Code on the national government service platform, Yuekang or Suikang Code) at the exit of the flight. 
 
Passengers with normal temperature and health code showing green can pass the check. If the above-mentioned three health codes all turn red, the passenger needs to present a negative nucleic acid test result within 7 days to the staff to pass the check. 
 
2. Do I need quarantine if I fly from Baiyun Airport to other cities in China? Any requirements for the health code?

Passengers entering Baiyun Airport need to have temperature checked and show health code. As long as the temperature is normal and the code shows blue or green, they can enter the airport. 
 
As for whether quarantine or nucleic acid test report is required at your destination, please check with the destination community. 
 
3. What health certificates are required when entering and leaving Baiyun Airport?

Individuals entering Baiyun Airport, whether they are departing from Baiyun Airport or arriving from other cities in China, or to pick up or see off relatives and friends, must present their health codes and have their temperature checked. As long as the temperature is normal and the code shows blue or green, they can pass. 
 
4. Will Baiyun Airport check the nucleic acid test report within 7 days?

According to China Daily, China’s top health authority said on Jan 20 that people intending to travel home to rural areas during the upcoming Spring Festival holiday must provide negative novel coronavirus test results taken within seven days of embarkation as part of measures to cope with rising risks of the virus’ spread in winter. 
 
Various places will have corresponding policies, and the airport will check nucleic acid test report. As for local regulations, passengers are suggested to check with the community or village committee of your destination in advance. 
 
5. Do inbound arrivals need quarantine?

Currently, Guangdong takes the “14+7” policy for inbound arrivals to undergo quarantine, including 14-day quarantine in designated venues and 7-day medical observation in the community. 
 
Expenses for board and lodging during quarantine in designated venues will be paid by the individual. Up to now, Guangzhou has safely transferred about 360,000 people entering Baiyun Airport.

6. Anything else I should pay attention to while traveling via the airport during Spring Festival?

Passengers are advised to cooperate with the epidemic prevention and control measures, wear masks inside the airport, do not gather, and maintain a one-meter distance with others so as to jointly maintain a safe and healthy travel environment. 
 
7. What services does the airport provide to protect passengers’ travel safety?

During the Spring Festival, Baiyun Airport will further strengthen protection for its employees, and ensure ventilation and disinfection of the terminals. Moreover, high technologies have been adopted to facilitate epidemic control. 
 
8. What should I pay attention to if I carry personal epidemic prevention articles?

There are no restrictions on carrying medical masks, N95 masks, goggles, and protective clothing. 
 
Hydrogen peroxide, peracetic acid, 84 disinfectant, disinfectant effervescent tablets and bleaching powder, are all dangerous goods for air transportation and cannot be carried with you. 
 
Most hand sanitizers contain high-concentration alcohol (60% – 80%), with a volume percentage of more than 70%, which can not be carried. 
 
Hand sanitizers with an alcohol volume percentage of ≤70% cannot be carried with the passenger, however, you can pack them in the baggage to check in.
