South China’s Guangdong Province has reported several confirmed cases in recent days. Many cities across the country have announced a series of tightened measures to fight against the COVID-19 infection.

Updates on COVID-19 Situation
 
Guangdong province, which is witnessing a sporadic outbreak of COVID-19, reported five new local asymptomatic carriers on Thursday, according to a statement released by the Health Commission of Guangdong Province on Friday. 
 
Of them, three were reported in Guangzhou, capital of Guangdong, while the rest two were detected in Shenzhen and Foshan, respectively, the statement said.

With the new asymptomatic carriers detected on Thursday, Guangzhou has so far reported 4 local transmitted confirmed cases and 8 asymptomatic carriers since the first confirmed case, a 75-year-old woman surnamed Guo, was reported on May 21. 
 
Meanwhile, Guangdong province reported an imported confirmed case, plus another 5 imported asymptomatic carriers, on Thursday, said the statement.

By the end of Thursday, the country’s most populous Guangdong province, which has a population of more than 120 million, has reported a total of 2,428 confirmed cases, including 1,028 imported cases. And 45 patients were still in isolated wards for treatment by Thursday.

Travel Restrictions for GD Residents
Guangdong has launched further measures to prevent and control the coronavirus. Besides, some Chinese cities and regions have announced tightened anti-epidemic measures for travelers from medium- or high-risk areas of COVID-19 infection. 
Therefore, those who recently have been to Guangzhou and Shenzhen, especially those from risky areas in these two cities, will face certain travel restrictions.

A 14-day medical observation will be imposed on inbound arrivals who have visited the following areas:

  • Nanning city
1. People coming from the Jinlong Huixinge neighborhood at Longjin sub-district in Guangzhou on/after May 8 and those whose movement overlapped with previous confirmed cases should report to local community immediately. 
 
2. Travelers from Guangzhou’s Liwan district, except the Jinlong Huixinge neighborhood, should have a nucleic acid test (NAT) and report to their community. 
 
3. People from medium-risk areas should report to the community 24 hours before arrival and take a negative virus test within 7 days before entering the city.

  • Hohhot 
People from Shenzhen’s Yantian or Longgang districts on/after May 7 and those from Guangzhou’s Heyuan community in Liwan district on/after May 12 should report to their communities. 
 
These travelers with a negative NAT report within 7 days before arrival can move freely, while those without a test report should be put under mandatory quarantine and take a NAT within 24 hours upon arrival. They can leave if the test result shows negative.

  • Chongqing city
1. Travelers arriving from Guangzhou’s medium-risk regions on/after May 8 should report to the community. 
 
2. People coming from or passing by Guangzhou’s medium-risk regions on/after May 22 should have a negative NAT certificate issued within 7 days before arrival and report to the community upon arrival.

  • Haikou city
Travelers with a travel history to medium-risk areas in Anhui, Liaoning and Guangdong provinces should produce a negative NAT certificate issued within 72 hours before entering the city. 
 
Those without a valid test report should take a NAT at the checkpoint and be placed under centralized isolation at their own expense before the result comes out negative.

  • Lianyungang city 
1. People having visited medium- and high-risk areas in the mainland or been to places visited by confirmed cases should report to the community immediately, have a NAT and receive 14-day medical observation as well as the follow-up home-based health monitoring. 
 
2. From low-risk areas in Guangzhou on/after May 8: Travelers holding a negative NAT certificate issued within 7 days before arrival can move freely, while those without one should have a NAT.

  • Jiangxi province 
1. People coming back on/after May 16 and having visited Guangzhou’s Liwan district and Shenzhen’s Yantian district should report to the community and take at least one NAT. 
 
2. Travelers entering the city on/after May 22 and having visited Liwan and Yantian districts should hold a negative NAT report issued within 7 days before arrival.

  • Tianjin
1. People coming back from Guangzhou’s Liwan district on/after May 4 should report to their communities. 
 
2. A negative NAT report issued within 72 hours before arrival is required of incomers who have visited Liwan.

  • Hubei province 
1. A 14-day centralized medical observation and another 14-day self-isolation are required of travelers from Shenzhen’s Yantian and Longgang districts on/after May 7.
 
2. People bound for Wuhan city from Shenzhen should report to their community 24 hours before their arrival.

  • Xiamen city
People coming from Guangzhou’s Liwan district should have two NATs upon arrival, on the first and 14th day of their entry respectively. 
 
  • Suzhou city 
People entering the city from Guangzhou’s low-risk regions should produce a negative NAT report issued within 7 days before arrival.

China’s Civil Aviation Administration (CAAC) recently has issued circuit breaker directives on several flights. Let’s check the details and plan your trip to China in advance.

Suspension on These Flights
 
The Civil Aviation Administration of China (CAAC) has issued “circuit breaker” directives on several airlines’ flights to China as some passengers on these flights have been tested positive for coronavirus. 
 
The involved domestic and overseas airlines include: 
  • China Southern Airlines 
  • Sichuan Airlines 
  • Iraqi Airways 
  • Air France 
  • Saudi Arabian Airlines 
  • Pakistan International Airlines 
  • El Al Israel Airlines 
  • Egypt Air

The list of airlines and flights that received the directives is as follows. If you’ve planned to fly to China in recent days and bought the tickets for the involved flights, please contact the airlines as soon as possible

On May 7, CAAC issued the circuit breaker directives on four flights. Among them, Iraqi Airways flight IA473 and Air France’s flight AF198 will be suspended for two weeks from May 24
 
On May 19, CAAC issued the directives on six flights. China Southern Airlines’ flight CZ6044, Saudi Arabian Airlines’ flight SV884, Pakistan International Airlines’ flight PK854 and Sichuan Airlines’ flight 3U8392 will be suspended for two weeks from May 24
 
Meanwhile, Air France’s flight AF198 and EL AL Airlines’ flight LY065 will be imposed a 4-week PLF limit of no higher than 40% on its operation respectively from June 7 and May 24
 

CAAC has adjusted suspension measures for China-bound flights.

From May, airlines found to carry five or fewer passengers testing positive will now be able to choose between two types of restrictions: frequency-based, or load factor-based.

Aiming to attract more talented people and investments from overseas, China has introduced a more flexible, pragmatic and market-orientated regulation on permanent residence for foreigners. Today we’re gonna share some info about it. 

Get to Know the Chinese Green Card!

The Permanent Residence Permit, or the Chinese “green card”, is a valid personal ID for foreigners who have obtained permanent residence status in China. 
 
Foreigners who hold valid passports and a Chinese green card are not restricted in the duration of their stay in China, and can also enter and exit China without a visa. It is valid for 10 years, or five years for foreigners under 18.

ELIGIBILITY
Foreigners applying for permanent residence in China must abide by Chinese laws, be in good health, have no criminal record and meet at least one of the following criteria: 
 

1

Made a direct investment in China resulting in stable operations and a good tax-paying record for three consecutive years
  1. Investment in any industry encouraged under the Catalogue for the Guidance of Foreign Investment Industries: at least $500,000;

  2. Investment in western China or any key county under poverty alleviation efforts or development program: at least $500,000; 

  3. Investment in Central China: at least $1 million; 

  4. Investment in China: at least $2 million.

Hold the post of deputy general manager, deputy factory director or above; or of associate professor, associate research fellow and other associate senior titles of professional post or above, or enjoying the equivalent treatment, for at least four consecutive years, with a minimum period of residence in China for three cumulative years within four years, and with a good tax-paying record

Made a great and outstanding contribution to China or being specially needed by China. 
 

4

Be the spouse or unmarried child under 18 years old of a person in above categories. 
 

5

Be married to a Chinese citizen or a foreigner with permanent residence status in China, for at least five years, with at least five consecutive years of residence in China and at least nine months of residence in China each year, and having stable source of subsistence and dwelling place. 
 

6

Be an unmarried person under 18 years old who comes to China to live with parents in China. 
 

7

Be at least 60 years old, with no direct relatives abroad and have sponsoring relatives in China, stayed in China for at least five consecutive years with at least nine-month residence in China each year, and have stable source of subsistence and dwelling place. 
The requirements may be different in different cities, so please consult the public security bureau of the city where you want to apply to know more about eligibility. 
 
For example, Guangzhou stipulates that in principle, applicants should be under 55 years old.
 
 
PROCESS TIME 
 
According to the Regulations on Examination and Approval of Permanent Residence of Aliens in China, the processing time is within 6 months from the date of receipt of the application.

Article 18. The public security authority should make a decision on whether or not to approve the applications for permanent residence in China filed by aliens within six months starting from the day of receipt of the applications.
