Earlier this month, Chinese embassies in many countries have announced that foreign nationals who are to fly to China should apply for Health Declaration Certificate online.
In order to reduce the spread of COVID-19 epidemic and simplify the process of applying for Health Declaration Certificate for foreign passengers, now foreign passengers could apply for Health Declaration Certificate online.

1. Register and log in to the Health Declaration Certificate system on your computer or mobile phone, fill in the required information and upload your negative nucleic acid test and IgM anti-body test reports.

2. The Chinese Embassy in your country will review your negative nucleic acid test and IgM anti-body test reports and issue Health Declaration Certificate with “HDC” mark (as shown below) in time. Passengers must present the green code within its validity period before boarding.
Please see to it that you also meet the latest requirements of the Chinese Embassy/Consulates in the transit country.
To prevent cross-border transmission of COVID-19, starting from 7 November 2020, all Chinese and foreign passengers bound for China will be required to take nucleic acid and IgM anti-body tests and obtain corresponding negative test results (referred to herein as “double-negative test results”).
Without double-negative test results, an HS QR code or an HDC QR code, you will not be able to board the flight to China.
In addition, as testing may not be available in the transit zones at the airport in transit country, please be cautious when choosing to fly to China via connecting flights.
Passengers are advised to consult the Chinese embassy or consulate in the transit country about the latest policies to avoid getting stranded in the transit country due to denial of entry or failure to get valid health code or health declaration form.
