China has unveiled a list of 40 authorized measures to facilitate the pilot reforms in Shenzhen to build the city into a demonstration area of socialism with Chinese characteristics, bringing facilitations for foreigners and foreign companies. Let’s check the details!
Last week, China has issued a plan on implementing pilot reforms in Shenzhen to build the city into a demonstration area of socialism with Chinese characteristics in the next five years.
Following the release on the plan, the authorities on Sunday issued a list of 40 authorized measures to facilitate the pilot reforms in Shenzhen.
Ning Jizhe, vice-minister of the National Development and Reform Commission, said the new list, together with the newly implemented plan for comprehensive pilot reforms in Shenzhen, will unleash huge benefits enabled by reforms for its high-quality development.
The list outlined 40 detailed reform measures to be implemented in Shenzhen in six key areas, such as promoting the reform of the registration-based IPO system in the city’s startup board ChiNext, the introduction of a listing transfer mechanism from the country’s over-the-counter equity market to ChiNext and piloting domestic issuance of stocks or China Depository Receipts by innovative companies.

Besides, Shenzhen will introduce more facilitation measures for foreigners, according to the measures in the list.
Shenzhen will promote visa facilitations for foreign talents, including exploring identification criteria of foreign talents for issuing R visa, optimizing approval process of work and residence permits, etc.
In order to improve the convenience for foreigners to work in Shenzhen, the government will simplify the procedures of relevant application and other process.
The government will also implement 144-hour visa-free transit for foreign tourists entering the border from the cruise homeport and a 15-day visa waiver for cruise passengers in groups.
