In order to facilitate the process of applying for work permit and residence permit, Guangzhou Municipal Science and Technology Bureau (GZST) and Guangzhou Municipal Public Security Bureau (GZMPS) released an announcement about simplifying process for foreign high-end talents (Category A) to apply work permit and residence permit. Eligible applicants can apply for both permits on a single window since September 2.
The new process is available for Category A applicants, meeting the specific standards issued by State Administration of Foreign Expats Affairs (SAFEA), Ministry of Human Resources and Social Security (MOHRSS), Ministry of Foreign Affairs (MFA), and Ministry of Public Security (MPS).
If you are qualified, you can newly apply or re-apply the permits, extend your stay, or change the type or content of your visa with the simplified process.
Employer logs in the Service System for Foreigners Working in China to submit application information relevant to your work permit.
GZST reviews and approves the application of work permit online.
Employer logs in the website of Exit-Entry Administration of the GZMPS to submit relevant application information and make an appointment for the application for work-type residence permit.

Employer submit admissible information, then GZST and GZMPS jointly accept the application.
If you meet the conditions of Category A foreigners, GZST will issue work permit and Approval of Administrative Licensing Decision.
If you are eligible for work permit, GZMPS will issue acceptance notice on the spot.
GZMPS reviews and approves the application of work-type residence permit.
Employer collects the residence permit or receives the result by express delivery EMS. The process only takes 3 workdays.
To apply for work permit, relevant document as the Service Guide on Licensing for Foreigners to Work in China (for Trial Implementation) requires should be submitted online.
To apply for residence permit, relevant document as the certificate requires should be submitted online.
